POSITION SUMMARY: Under the general supervision of the City Solicitor, is responsible for the administration of Corporate-wide risk management and insurance claims management in accordance with insurance laws and regulations.
Participates as a member of the Legal Services Team in planning and implementing short and long-range goals and objectives with a focus on quality customer service.
Provides all relevant information for annual budget preparation, including recommendations regarding the corporate Insurance Reserve Fund and other insurance accounts.
Identifies and evaluates actual and potential risk management problems and recommends corrective action to staff at all levels, including senior management.
Prepares and presents reports to City Council.
Provides litigation support to the City Solicitor when required.
Performs such other related duties as may be assigned.
Develops and maintains risk management policies, guidelines, training materials, and related documents which support creating a risk management culture that supports risk management objectives.
Complies with insurance laws.
Actively participates in contract negotiations involving insurance, indemnity or other pure risk assumptions or provisions prior to the execution of the contract.
Reviews contracts, leases, and related documents from insurance and risk control perspectives.
Establishes indemnity and insurance standards for standard contract forms.
Reviews policies drafted by others with an eye to effective risk management language.
Researches, develops, and implements appropriate risk management policies and procedures and assists in implementing strategies to identify, prevent/minimize and measure all exposures to loss, including environmental site assessments.
Co-ordinates the preparation and budgeting of the insurance accounts and administers and monitors all account expenditures, including the preparation of quarterly variance reports.
Negotiates insurance including broker selection, required coverage, as well as policy wording and makes recommendations on it.
Administers and maintains the property, automobile and liability insurance policies of the corporation and TBayTel.
Gathers, complies and analyzes corporate information for annual insurance policy renewals.
Manages and administers the Facility User Group Insurance Program.
Oversees the preparation and approval of Certificates of Insurance.
Develops and implements a program for regular review of insurance coverage and property appraisals..
Calculates and allocates insurance premiums across Corporation.
Oversees record keeping of all insurance and risk management material.
Monitors emerging trends, current risk management developments and new/revised laws and regulations.
INSURANCE CLAIMS MANAGEMENT
Oversees claims adjustment process and undertakes claims adjustment directly.
Settles claims, where reasonable and within allowable monetary limits and makes recommendations on whether or not to settle larger claims.
Liaises/negotiates with external insurance adjusters, the City Solicitor, members of the general public and lawyers representing members of the general public.
Oversees record keeping of insured and self-insured losses and undertakes claims adjustment for self-insured property claims..
Analyzes claim histories and claim/lawsuit results and prepares comprehensive reports.
In consultation with City Solicitor, makes recommendations to staff at all levels including senior management resulting from claims experiences.
Degree/diploma in business, accounting, or a legal-related field; and
Designation of, or working toward the designation of Certified Risk Manager (CRM); and
Minimum five years’ experience in risk management or an insurance related field.
Superior ability to communicate effectively and concisely, both orally and in writing
Ability to establish and maintain effective working relations with City Council, private and public officials, superiors, co-workers, and the general public
Ability to identify, understand, and manage client department expectations
Ability to exercise independent judgment when dealing with confidential or sensitive issues
Strong project/time management, analytical/critical thinking, problem-solving, and decision-making skills
Self-starter with proven organization skills
Must be at an advanced skill level in word processing and spreadsheet software
