The Chief Ethics & Compliance Officer / Associate Vice Chancellor (CECO) leads a full section, including multiple programs, of the ethics and compliance function that is strategically and operationally important to the governance of the university. Participates with other senior managers to establish strategic plans and objectives. Makes final decisions on administrative or operational matters and ensures effective achievement of objectives. Responsible for ensuring that managers in all functional areas are accountable for maintaining compliance with applicable laws, regulations and policies. Advises Senior Leadership in sectional responsibilities such as investigations, compliance issues related to research, health sciences, and policy. Erroneous decisions will have a serious impact on the overall success of functional, division, or location operations.
The CECO provides strategic leadership and coordination over ethics and compliance risk management activities across UCSF. The CECO reports to the UCSF Chancellor, with dotted line to UCOP SVP and day-to-day administrative reporting to the Executive Vice Chancellor and Provost. The CECO serves as a strategic advisor to the Chancellor and executive leadership on compliance matters.
The CECO leads the Office of Ethics and Compliance (OEC), responsible for oversight, monitoring, and support of compliance activities in all areas of UCSF. The OEC’s responsibilities include:
• Enable the compliance community across UCSF to work strategically and in a coordinated manner • Serve as a central point of communication for compliance risk owners across the institution, leveraging these individuals through regular meetings of the Compliance Management Committee (CMC). The CECO serves as the Chair of the CMC • Facilitate and lead campus compliance risk communication, including to the highest levels of leadership • Support strong integration and cooperation between campus and healthcare compliance activities • Perform risk-based compliance monitoring activities to assess whether risks are appropriately mitigated • Collaborate with the UC Office of the President (UCOP) and with UCSF groups with risk governance responsibilities (e.g., Office of Legal Affairs) • Develop a defined relationship between and among OEC and other groups with risk and compliance responsibilities, including: o Office of Legal Affairs o Audit & Advisory Services o UCSF Health Office of Regulatory Affairs o Office of Diversity and Outreach o Human Resources o Risk Management and Insurance Services o Office of Research o Controller’s Office
• Bachelor's degree in related area, 10 or more years of related experience; and / or equivalent experience / training • Has advanced knowledge of the compliance and ethics profession, theories, and standards • Commitment to the highest ethical and professional standards and ability to serve as a guidepost for the UCSF ethics and compliance community • Requires knowledge of policies, practices and systems; human and other resource planning, analytical and comprehensive project management skills • Demonstrated ability to direct program areas within ethics and compliance • Demonstrated ability to work with management to identify and mitigate key compliance and ethics risks • Ability to provide fair and transparent oversight of compliance activities and design solutions to problems in a way that builds confidence and trust in the ethics and compliance program • Share information willingly and build consensus across constituents • Demonstrated ability to communicate, both verbally and in writing, complex findings and recommendations in a clear and concise manner. This includes findings for specific compliance and ethics program issues and risk areas • Excellent written and verbal communication skills, the ability to convey technical compliance information in an accessible format, and effective persuasion and negotiation skills • Build relationships of trust and respect with compliance risk owners across the institution. Advanced interpersonal skills including negotiation and communication that have been demonstrated across a wide variety of audiences for different areas of ethics and compliance • Ability to work independently and within a team environment • Strategic leader who can maximize alignment of compliance risk management across UCSF with institutional strategic aims and goals • Ability to support the culture of the institution as it relates to risk tolerance • Ability to collaborate with all elements of compliance risk governance to support consistent and successful compliance risk mitigation and carry out initiatives • Lead and manage with respect and integrity. Demonstrated capacity to develop the talents and expertise of staff, build a team, and allow for expanded responsibility and ownership • Ability to manage multiple, concurrent priorities • Ability to navigate ambiguity
• Advanced degree (MA/MS, JD or PhD) • Professional Compliance certifications • 10 years of progressively responsible compliance management-related experience, with a strong preference for experience in managing compliance activities in highly complex academic and/or healthcare environments
