The Administrator/Infrastructure Protection develops, executes, and maintains the physical security program, including coordination efforts, protective services, life safety, and emergency management functions. This position develops, gains management support for, implements, and maintains a comprehensive physical security program to ensure the protection, safeguarding, and security of Southwest Gas Corporation (“Company”) assets and employees. This role is the coordinating liaison across multiple internal departments and external agencies.
Define and develop security doctrine, operational concept, and means to achieve an efficient level of security
Establish and continuously improve an Executive Security Program
Develop and recommend security initiatives for the Company’s security strategy
Develop, maintain, and monitor security reporting system
Evaluate contingency plans from an infrastructure interdependencies perspective
Evaluate the appropriateness of security systems and measures at all sites/buildings and pipeline facilities utilizing risk rating procedures, peer surveys, and physical security surveys
Identify and continuously update risk, threat, and vulnerability environments and mitigating factors
Collaborate with Business Continuity, Cybersecurity, Human Resources, Building Services, Safety, Risk Management, and Engineering Staff on tasks relating to physical, pipeline, and Cybersecurity initiatives and incidents
Assist with the implementation of the Enterprise Risk Management architecture of the Company
Collaborate with the implementation of tools, practices and policies to identify, assess, analyze, quantify, prioritize, report and manage risk that could impact the Company's ability to achieve strategic objectives
Make recommendations to enhance employee, contractor, and customer safety and security while providing protection of Company assets
Develop security goals with internal department management and consult with external sources including federal, state, and local law enforcement agencies
Coordinate and perform physical site and pipeline facility assessments including, but not limited to, audit standardization, security procedures, and technology applications such as building card access systems
Assess the effectiveness of training programs with written feedback from evaluation forms and consultation with business unit management
Work with Building Services and the Operating Divisions to identify and resolve building and pipeline facility security issues and/or deficiencies
Develop and oversee the framework for reporting of physical security metrics to senior management
Provide consultation to management on issues of security and life safety
Serve as the Corporate Security representative on the Corporate Crisis Management Team
Play a key role in the Company’s Pipeline Security Committee
Represent Company with governmental agencies including, but not limited to, Department of Homeland Security (“DHS”), Federal Bureau of Investigation (“FBI”), and local police
Develop and facilitate training and education programs for employees
Manage and conduct sensitive investigations related to workplace violence, computer/information incidents, theft, robberies, vandalism, property damage, and pipeline incidents
Ensure that the processing of such investigations is fair, balanced, and represents the best interests of the Company and its employees
Respond to incidents of protests, social unrest, terrorism or threats of terrorism, natural disasters, and other incidents ensuring adequate security measures are instituted to protect Company employees and assets
Maintain 24-hour on-call availability to provide direction and support for security related incidents during and after business hours
Keep abreast of the latest industry trends to reduce the Company’s exposure to criminal events and disasters (natural or human-caused)
Identify training needs and areas of improvement
Seek consultation from peer groups, law enforcement, and emergency officials related to best practices
Provide feedback and recommendations to Company management team members, as necessary
Perform related duties and responsibilities as assigned
Regular and predictable attendance is a condition of employment and is an essential function of the job
This position requires a minimum of five years of experience of the following: conducting security investigations; interaction with local, state, and federal agencies; training others on security protocols; and providing physical security emergency management. This position requires excellent written and verbal communication skills and experience developing and delivering progress reports, proposals, requirements documentation, and presentations. This position requires the ability for strong analytical thinking, project management, and conflict resolution skills.
A Bachelor’s degree from an accredited university in the areas of emergency management, law enforcement, criminal justice, or related field is preferred. Knowledge of Transportation Security Administration Pipeline Security Guidelines, DHS Critical Infrastructure, Federal Emergency Management Agency (“FEMA”) Continuity of Operations Plan (National Incident Management System, Multi-Agency Coordination System, etc.), cybersecurity, and business continuity principles is preferred. Certified Protection Professional (“CPP”), Physical Security Professional (“PSP”), or equivalent certification preferred.
