The Edmonton Police Service (EPS) has a challenging opportunity for two (2) Risk Management & Quality Assurance Coordinators. These positions will enhance and protect organizational value by providing objective risk and quality management, quality / internal audit assurance, advisory, and insight services to executive leadership and other key internal and external stakeholders through use of a systematic, disciplined, and risk based approach to manage or mitigate business risks / important impediments threatening the success of programs, operations, and achievement of strategic priorities and objectives. Responsibilities include:
Develop, implement, and maintain the Risk Management and Quality Management Frameworks for the EPS.
Through communication and demonstration of the frameworks’ logic models and accompanying industry standards / best practice, effectively guide, lead, and facilitate their use as an integral part of the Edmonton Police Service’s decision making, and incorporate risk and quality management within the strategic, tactical, and operational planning, execution, and reporting processes at all levels across the organization.
Manage and conduct quality assurance / internal audits to monitor and analyze conformance with the quality requirements and goals established inclusive of policies, procedures, standards, regulations/legislation, and management processes and systems.
Prepare reports of the results of the quality assurance / internal audits, and recommend process improvements, policy and procedure revisions, and corrective actions as required to ensure the desired level of risk and excellence is achieved and maintained.
University degree (preferably at the Master’s level) and/or Chartered Professional Accountant designation with a University degree (bachelor or applied) in a related discipline.
A minimum of six (6) to eight (8) years in directly related working experience is required.
Professional accreditation in internal auditing, risk management, and / or quality assurance would be considered an asset.
Experience with planning, development, implementation, and maintenance of Risk Management, Quality Management, and Quality Assurance programs and processes.
Experience with planning, conducting, and reporting on Quality Assurance / Internal Audits or Compliance Audits.
Ability to interpret standards, legislation / regulations, policies and procedures, and industry best practices.
Ability to recognize and detect risk, apply professional skepticism of existing controls and mitigations, identify control / mitigation weaknesses and conformance / compliance concerns, and recommend appropriate preventive / corrective actions.
Ability to collect data, determine appropriateness of data sets, and apply data sampling methodologies.
Ability to properly interpret and diagnose impacts on risk and quality management in an ever-changing and complex operating environment, including changes to standards, regulatory / legislative requirements, and industry best practices.
Advanced knowledge of governance, risk, and internal audit methodologies, processes, and systems.
Excellent facilitation, communication, interpersonal, and negotiation skills.
Strong relationship building ability; proven ability to work with a variety of diverse people in a positive manner.
Strong analytical, problem-solving, reading, comprehension and report writing skills.
Detail oriented with strong organization skills.
Strong computer skills including Microsoft Office Suite and databases.
THE EDMONTON POLICE SERVICE WILL CONDUCT AN ENHANCED SECURITY CLEARANCE ON THOSE CANDIDATES WHO HAVE BEEN SHORT-LISTED.
Hours of Work:
33.75 hours per week, 8:00-16:30, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hour of work program.
21M, Salary Grade: 033, $51.23 - $64.71 (Hourly), $3,458.20 - $4,367.90 (Bi-Weekly), $90,257.98 - $114,002.84 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton that expired on December 22, 2018.
