ING is implementing step-by-step the Enterprise Risk Management Framework, focusing on the Non-Financial Risk (including Compliance) types first, while full implementation adding the Financial Risk types will follow in the next phase.
Enterprise Risk Management empowers all employees to stay a step ahead in developing sustainable business by continuous improvements of the risk framework to execute effective and efficient risk management. The Enterprise Risk Management Framework sets out the design principles for the development of effective and sustainable risk management for all business lines, for all ING entities and all subsidiaries. The detailed design, implementation and future maintenance of the Enterprise Risk Management Framework is managed by the newly established Professional Practice Unit (PPU), for now, part of the NFR domain with a functional reporting line to Compliance.

The PPU will comprise of three Centres of Expertise:

Your role will be in the Centre of Expertise 2nd Line of Defence Gatekeeper.
Centre of Expertise 2nd Line of Defence Gatekeeper The Policy Gatekeepers are responsible for the end-to-end policy design process, including the policy approval process, to ensure ING effectively covers all risk events that ING is exposed to. The Policy Gatekeepers critically challenge and review the proposed Policy Statements drafted by the respective Policy Owners to ensure both meet the required internal and external standards and are practically implementable. The Policy Gatekeepers are owner of the bank wide ING Policy house and responsible for the design and quality assurance of the ING Policy House, including ensuring the complete coverage of key (financial and non-financial) risks ING is exposed to and clearly written documents (editing). Policy Gatekeepers establish and manage the Policy Approval Panel chaired by the ING CRO and are responsible for the policy approval process up to MBB and SB based on internal Governance.
Who are we looking for? You are an expert in one or more (Non) Financial Risk management risk types; understand the impact of control requirements on the organisation. You are able to cope with ING's complex environment. You are familiar with change management processes and are able to create a link with the strategic goals of ING Bank. You are able to read and understand financial and non-financial legislation and have the necessary ING seniority. You support and independently challenge, advice and decisively impact responsible management based on a clear mandate, strong understanding of ING's business, product and process knowledge. You have a strong understanding of the internal and external customer and are able to translate solutions to business language and bring a message across consistently. You are able to direct decisions and to implement change rapidly and effectively. Your ambition is to continuously anticipate and adapt to the changing environment.
What will you do? As a Gatekeeper for the 2nd Line of Defence you ensure that new regulations are timely incorporated in policies. You support the Policy Advisory Panel, including the secretariat role, in deciding or reporting on allocation of new regulations to a Policy Owner, implementation status of Policy and adequacy & effectiveness of policy implementation and execution to Corporate Risk. Office/MBB and Supervisory Board (according to EBA guidelines requirements). You are owner and guardian of the Risk and Control Objectives repository and assure proper sounding with the business. You oversee the proper execution of the impact assessment of new regulations and other triggers for Policy design activities. You are owner and maintain the Enterprise Risk Management Glossary. You take care of reporting to Managing Board and Supervisory Board on application of key policies and the (operational) effectiveness of ING's internal control framework.
Your education, experience and background University degree Knowledge of banking industry, processes, procedure and systems; firm knowledge of (Non) Financial Risk and the frameworks that go with it You have at least 5 - 7 years of work experience, preferably in various risk management domains and business Learning Agility and innovative mind set Excellent collaboration skills and ability to work across functional and geographic lines Firm on principles Strong analytical skills and sound judgment Fluent in English Effective stakeholder management, building bridges and able to explain the rationale of the actions required Organisational sensitivity Decisiveness Working and acting in accordance with ING's Orange Code
