The Role Responsibilities
Data Management Risk Sub-type has become one of the risk sub-types within the Compliance Risk Type Framework (RTF) in 2020. The title holder will play a key role in the First Line of Defence (1LOD) in the Region/Hong Kong to work with Key Stakeholders to complete and supervise the effectiveness of this transformation which covers the following areas (Scope of Data Management):
Data Privacy / Banking Secrecy
Data and AI Ethnics
Establish, lead and support continuous improvement of 'Data Management' Risk Sub-type from First Line of Defence (1LOD) perspective within the bank
Support on building and implementing strategy for better governance of Data Management by working closely with the Key Stakeholders
Responsibilities / Deliverables:
Attend and actively participate in the following activities and act as Subject Matter Expert and/or delegate of overall 1LOD of Data Management Risk Sub-type with an aim to ensure the output of the activities can be integrated to the Region and Country with all local regulations being addressed:
Group Data & Privacy Transformation Program (DPTP).
Council for Responsible Use of Artificial Intelligence/Machine Learning (RAI Council)
Attend Country & Regional Data Governance Committee to represent overall 1LOD Data Management Risk Sub-Type by working closely with Key Stakeholders as defined in the Scope of Data Management. Ensure all major developments from areas within the Scope are accurately captured, discussed and recorded in the minute of the Committee.
Strong understanding of the Bank's Policy and Standards relating to subjects within the Scope of Data Management
Good understanding of Enterprise Risk Management Framework, especially on the interworking relationship among the three lines of defence.
Formulate and maintain a pan country/region strategy by leveraging strategies and books of work within the Scope of Data Management.
Leverage data/analytics to track against business priorities and identify new opportunities
Responsible for identifying, assessing, monitoring, controlling and mitigating risks across all functional areas related to Data Management
Demonstrate an awareness and understanding of the main risks facing the bank and the role the individual and process play in managing them
Identify and prioritize data management risks from a user, process, control point of view for the bank
Ensure that risks are identified, assessed and managed (including escalation and mitigation) in line with the Banks policies
Country / Regional / Group stakeholders, maintain a strong and appropriate control environment across the relevant business
Ensure identified control testing defects are resolved, including identification of root causes and any associated process changes required to minimise the probability of process failures
Define key metrics and build regulatory compliance reporting for senior management and regulators in relation with fraud risk
Lead Operational Risk control framework assessments/updates for regulatory compliance related processes and associated control gap remediation, in partnership with control functions

Extensive knowledge of topics as defined in the Scope of Data Management
Experience in formulating local strategy and implementation by leveraging policies and standards available from head office.
Knowledge of current and planned data initiatives and related technology within the Bank and from the market
Strong organizational skills, ability to develop and manage governance model and define supporting analytics
Proven ability to define and implement industry best practice data management solutions, processes & controls
Able to define and drive complex change agenda across multiple processes, locations and stakeholder groups
