The Role Responsibilities Strategy
To uphold the integrity of the operational risk / return decisions within CPBB, and in particular for ensuring that operational risks are properly assessed, that risk / return and control cost / benefit decisions are made transparently on the basis of this proper assessment, and are controlled in accordance with the Group's standards and its Risk Appetite.
To ensure Operational Risk policies and procedures and the Operational Risk Type Framework (ORTF) issued under Enterprise Risk Management Framework (ERMF) are effectively embedded and communicated within CPBB.
To provide a focal point of control over the aggregate level of operational risk that arises from end-to-end processes, including the design of effective controls and the systematic monitoring of process control effectiveness
To ensure risks of processing failure are being actively controlled on an end-to-end basis.
Represent Operational Risk in Committees / Forums presenting an overview of Operational Risk as well as highlighting significant items that need escalation to the Committees / Forums.
To ensure best practices in Operational Risk.
Appraise and contribute to the development of the CPBB's strategic plans and alignment with risk appetite by providing Operational Risk support to risk forums relevant for the business.
Engage relevant stakeholders (e.g. Business partners, Finance, Legal and Compliance) to raise awareness of Operational Risks and how these are managed.
Identify and report key risks and challenge the First Line to evidence that the material risks arising from their business activities have been identified, assessed, monitored and reported.
Ensure that risk decisions are transparent and supporting rationales are explained in a professional & courteous manner, especially when turning down proposals.
Forward looking, taking into consideration to external events which may be material. Ensure appropriate management action is being taken to mitigate their impact.
Engage with CPBB Business Risk team on a periodic basis to review the Operational Risk profile from a completeness and consistency perspective.
Identify training needs in the countries to enhance the skill-set available within the countries to discharge their roles in an effective manner.
This role must provide practical implementation guidance to enable the implementation of Policy/ Procedure prescriptions in an effective manner.
Engage in two-way communication with Country Head of OR to ensure that the CPBB risks are rightly represented in the Committees / Forums and the specific actions are adequately conveyed for execution of appropriate actions.
Define key risk metrics derived from Operational Risk Policy/ Procedures and continually track country performance on such metrics. Escalate concerns, if any, identified through such tracking to appropriate bodies.
People and Talent
Lead through example and build the appropriate culture and values. Set appropriate tone and expectations for teams and work in collaboration with risk and control partners.
Uphold and reinforce the independence of the Operational Risk function from those whose primary responsibility is to maximise short term revenues and profits
Take ownership for all Second-Line accountabilities within the Operational Risk Type Framework and the Enterprise Risk Management Framework ("ERMF"), as they pertain to the CPBB Business, seeking to deliver the same effectively and efficiently. This includes any further delegation to act as the Subject Matter Expert for CPBB on the NPRT: Transaction Processing, Product Management, Change Management (including Delivery Risk), and Prudential Standards for Operational Risk.
Ensure immediate escalation to Country of unsatisfactory operational risk events
Drive comprehensive, high quality root cause analysis of unsatisfactory operational risk events and agree risk management action plans with Local Process Owners
Ensure new activities, changes to processes and products conform with the Change Management Policy, Project Governance Policy and the Product Governance Policy
Periodic oversight of gross and residual risk ratings and risks requiring escalation under the Risk Control Self-Assessment (RCSA) Framework within the Operational Risk Policy & Standards.
Embed Operational Risk policies, ensuring first and second line are aware of and understand their responsibilities under them
Review and challenge the CPBB strategy where it is not aligned with the overall country risk appetite.
Maintain operational risk capability and a control environment which is in line with the ORTF.
Assess periodically the operational risk profile.
Provide a central contact point and oversight over all controls required to effectively manage operational risks that arises from the end to end processes.
Challenge the completeness of risk identification, monitoring and assessment of the corresponding control activities required within the end to end processes as undertaken by the countries to identify and follow through the remediation by the 1st line owners of any significant deficiencies.
Ensure compliance with the ORTF.
Ensure that the CPBB Business as well as relevant staff understand and accept their operational risk management responsibilities.
Represent OR in relevant Business Risk Forums.
Ensure all OR related to CPBBB are effectively identified, monitored, managed, remediated and escalated.
The performance of the Country CPBB Operational Risk, Hong Kong will be measured by:
No significant findings identified by GIA reviews on adherence to ORTF and related Operational Risk Procedures.
100% commitment to Code of Conduct
There must be a general level of acknowledgement that controls have been made more efficient and effective and operational risks reduced and attestation to a complete country risk profile and awareness of emerging risks

Our Ideal Candidate
Operational risk management experience, in particular the relevant CPBB experience
A clear understanding of the Bank's approach to the management of operational risk, or equivalent experience gained in other organisations.
Sound judgement and courage necessary to perform a control role and maintain effective working relationships.
Excellent analytical skills and sound judgement in a rapidly changing environment
Effective verbal and written communication skills
