RISK MANAGER

County of San Mateo

$131,123 - $163,925 Annually

The County of San Mateo seeks a Risk Manager who will oversee the County’s risk portfolio, general liability, property, leave management programs, ADA Title I and II, workers’ compensation, insurance programs, occupational health, and ergonomics and safety programs. The Risk Manager administers both the self-insured workers’ compensation program for its 5,600 employees as well as the County’s self-funded long term disability insurance program. The Risk Manager is responsible for the County’s multi-layered catastrophic property insurance plan, including fire, flood, and earthquake for more than 100 County facilities, including two local airports, a marina, a forensic laboratory, and data centers.

The Risk Manager is also responsible for:

• Providing strategic direction and planning in all areas of risk management
• Identifying and quantifying the organization’s exposures to accidental loss
• Adopting proper financial protection measures through risk transfer
• Securing and maintaining adequate insurance coverage at the most reasonable cost
• Selecting and managing insurance brokers, carriers, third-party administrators, and other necessary Risk Management service providers
• Forecasting trends and implementing injury prevention, safety, and ergonomic enhancements
• Analyzing laws, legislation, and requirements pertaining to risk management and employee safety
• Analyzing loss reports and workers' compensation experience
• Recommending and implementing training and other program changes to minimize future risk
• Collaborating directly with department heads, elected officials, and County Attorney’s Office to solve difficult, political, high impact issues
• Maintaining and monitoring insurance requirements for all County contracts with outside vendors
• Participating as a member of the Human Resources case management team
• Working closely with Public Works and the Commission on Disabilities on ADA Title II projects/transition plan
• Acting in a senior capacity in the emergency operations center in the event of natural disaster, public health emergency, or terrorist event.

MINIMUM QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is four or more years of experience directing large, complex risk management programs, with one or more years of experience managing staff.
