OVERVIEW  
 
The Judicial Council of California is seeking a dynamic Senior Human Resources Analyst to join the Human Resources office’s Workers’ Compensation team. 
 
The Senior Human Resources (HR) Analyst is a non-supervisory individual contributor role that serves as the Judicial Council’s subject matter expert on workers’ compensation matters that occur within the Superior Courts of California and responsible for providing expert guidance on workers’ compensation matters. Under direction from the Supervising Analyst, this position oversees the claims handling process for the third-party administrator, collaborates with the program’s stakeholders, and designs training sessions and resources for risk control measures. Key duties of this position include interacting with member courts as a program liaison, performing data analysis, and generating reports, in addition to working closely with the HR Analyst on related projects. 
 
THE JUDICIAL COUNCIL 
 
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The successful candidate will be expected to work in the San Francisco or Sacramento office; hybrid work options for employees who live in areas surrounding these locations may be considered. 

RESPONSIBILIITES 
 
Key responsibilities of the Senior HR Analyst position include: 

•    Provide guidance and assessment on workers’ compensation procedures, best practices, and policies for member courts, as well as enhancing and optimizing policies and procedures as needed.

•    Stay current with changes in workers' compensation laws and regulations and provide actionable recommendations to ensure member courts' procedures are consistent with industry best practices and regulations.

•    Oversee and assist in the efficient handling of claims, collaborating with relevant parties and analyzing claims data to drive preventative actions, and validate the effectiveness of settlement strategies.

•    Analyze past claims data to identify patterns and recommend preventative measures and generate detailed reports on claims statistics, trends, and member court interactions, while maintaining comprehensive records and documentation.

•    Design and deliver training on workers' compensation topics, ensuring materials are up to date with current laws and best practices.

•    Manage and foster relationships with third-party vendors and member courts, serving as the primary contact for all trial court workers’ compensation-related inquiries.

•    Collaborate with the HR Analyst to define, monitor, and evaluate workers’ compensation-related projects, ensuring alignment with program objectives.

•    Other duties, as assigned, may include, but are not limited to assisting with the Judicial Branch Ergonomics Program, attending all unit, staff, and project meetings, participating in job-related training, and providing support to the Supervising Analyst to ensure program-wide application of statewide processes and claim administration, as needed.

•    Some travel in and around the greater Sacramento area will be necessary to support unit needs, attend meetings, and conduct presentations. Travel is estimated at 10% to 15% currently, and is subject to change as business needs dictate.

MINIMUM QUALIFICATIONS  
EDUCATION AND EXPERIENCE  
 
Bachelor’s degree, and four (4) years of professional human resources experience developing, managing or administering human resources programs or functions. 

Possession of a bachelor’s degree in a directly related field such as human resources, organizational development, etc. may be substituted for one of the years of required experience. An additional four years of professional human resources experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor with a focus on employment law or master’s degree in human resources, organizational development, and one (1) year of human resources experience developing, managing or administering human resources programs or functions.

OR

One year as a Human Resources Analyst for the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of a Human Resources Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications
The ideal candidate will have exceptional proficiency in writing and communication and have experience as a workers’ compensation adjuster/examiner with an understanding of California workers’ compensation procedures and regulations. Familiarity with the public sector and risk pools is a plus.
