The City of Portland Bureau of Environmental Services (BES) is seeking a Risk Insurance Owner Control Insurance Program (OCIP) Manager to join the Financial Services Division. This position provides program management oversight of the OCIP and loss prevention insurance program for each line of coverage consistent with the mission, vision and values of the City/Bureau to protect city assets against detrimental loss. The duties and responsibilities include, but are not limited to: OCIP Broker contract administration; developing RFP's for brokers selection; participating in insurance marketing, insurer selection, and negotiating insuring agreements; determining retention levels and deductibles based on tolerance of risk; conducting risk mitigation and transfer strategies; developing program financial forecasts and budgets, develops insurance specification language, participates in pre-bid, pre-construction and progress meetings, provides support to construction safety specialists, provides claims management, adjudication and settlement authority for each line of coverage, monitors interagency agreements with City Risk, monitors property insurance program to ensure assets are protected from detrimental loss, supports the operational safety and health program with trending analysis, return to work and claim monitoring. Additionally, and in collaboration with the Health Safety Security and Environmental Manager (HSSE), provides consultative services to minimize loss/risk exposures to City/BES. Consults with directors, senior managers and supervisors on risk awareness, mitigation, prevention, and insurance strategies.
What you'll get to do:
Provide program management of the Owner Control Insurance Program: broker contract, insuring agreements, financial planning/budget, claims management, pre-bid/construction meetings, risk retention/transfer strategies, invoice payment authorization, risk management/safety oversight, participate in policy audits as required by the State or insurer, training/education and daily consultation with construction managers, project managers and inspectors; provide monthly project updates in E-builder.
Provide program management oversight to the Loss Prevention and Insurance Program: interagency agreement with City Risk; workers' compensation, general liability and property insurance; coordinate with property managers to ensure adequate insurance coverage and limits; claims monitoring, investigation, meetings, settlements and legal holds; participate in Citywide safety/loss prevention committees; develop and present loss prevention trainings; develops and presents newsletters, web pages and various methods of communicating risk management and loss prevention information; prepare reports of loss deficiencies and recommends solutions to bureau managers; coordinates work with BES CIP and Operations risk/safety personnel, especially HSSE Manager.
Identify, prepare and forecast what OCIP projects should be included in five & ten year financial forecasts, submit forecasts and description of work to broker for program marketing; draft request for proposals and prepare Council documents; include stakeholders on tolerance of risk and determine retention levels; review insurer proposals, cost and firm capabilities for each line of coverage to be included in the OCIP; recommend selection of contractors/insurers; assist broker with State filings as appropriate; monitor contractor/insurer performance against City standards.
Provided technical information to internal and external customers; interpret insurance policy coverage and exclusions; answer insurance related questions; consult broker for complex insurance questions; evaluate projects/contracts to ensure certificates of insurance are correct; recommend changes to certificates of insurance to ensure City assets are adequately protected.
Work closely with the HSSE to coordinate work, financial forecasts, budgets, program improvement strategies, training and education, professional development of staff, policy/procedures and process reviews and implementation.
Other City and/or Bureau duties as necessary: safety committee meetings, emergency management participation and insurance/risk management task force participation.
An ideal candidatewill demonstrate through direct or transferrable experience: The ideal candidate should have risk management and insurance professional designations such as: Associate Risk Management (ARM), Certified Risk Manager (CRM), Chartered Property Casualty Underwriter (CPCU) or similar designations and have demonstrated administrative experience and/or program management of OCIP's.

Knowledge of principles and practices of general insurance rules, regulations and best risk management and insurance strategies.

Education/Training: Preferred Bachelor's degree from an accredited college or university in risk management, insurance, safety, finance, business administration, or a related field;
AND
Experience: Five (5) years of progressively responsible risk management and/or insurance experience working in the public or private sector OR with a Brokerage Firm or Insurance Company.
Although not required, you may have one or more of the following preferred qualifications:
