The NYC School Construction SCA (SCA) has an excellent career opportunity for a Senior Manager, Risk Management who will report to the Chief Operating Officer and is responsible for planning and implementing a comprehensive risk management program, including liability, property, and workers' compensation insurance, and an owner controlled insurance program (OCIP), as well as advising on safety management programs for the SCA.
Administers a comprehensive program of loss prevention which focuses on public safety, employee safety, and preservation of SCA assets to minimize the SCA's liability and risk. Identifies potential liabilities and losses and makes recommendations to management to minimize the SCA's risk liability.
Manages relationships and works extensively with attorneys, consultant advisors, insurance brokers and carriers, general and sub-contractors and SCA staff.
Administers contracts with the owner controlled insurance program (OCIP) and workers’ compensation consultant advisors, broker and carriers; reviews and approves invoices of consultants and insurance premiums for payment. Reviews broker and carrier service plans, activities and reports to ensure compliance with contracts. Develops and tracks budgets for the OCIP.
Ensures appropriate review and approval has been obtained for settlement of all claims under OCIP including general liability, workers' compensation, builder's risk and professional liability claims. Coordinates with consultant advisors, brokers and carriers on third party subrogation activity, as required.
Manages the SCA's Workers' Compensation program; develops and recommends program design and oversees the investigation of accidents and injuries and the evaluation of claims; works with the Human Resources staff and department managers to coordinate workers' compensation injury management including light-duty and return-to-work policies and programs to minimize lost time.
Monitors claims activities and interfaces with claims administrators as necessary. Monitors claims reporting procedures to assure proper notification of the SCA's adjusters, insurers and appropriate governmental agencies.
Provides direction on development and coordination of risk management and safety-related training programs.
Monitors and promotes the SCA's compliance with Federal and State safety and health regulations, in coordination with the Department of Environmental and Regulatory Compliance, the Legal Department and Human Resources.
Assists SCA leadership and administrators in development of a plan to deal with loss mitigation investigations and public relations in the event of a catastrophic event.
Reviews, evaluates, and negotiates renewals of the SCA's insurance policies within areas of responsibility, in collaboration with the COO and in coordination with and oversight of brokers/consultants. Obtains the most cost effective insurance plan for each risk or recommends other alternatives to insurance coverage.
Supervises and participates in the investigation, administration and settlement of claims filed against the SCA; formulates findings and develops recommendations for action and adjudication of claims for approval by SCA leadership.
Confers with legal counsel on safety and risk management issues, interpretations and litigation.
Working with the Senior Director of Contract Administration, establishes general insurance and bonding requirements for contracts the SCA enters into. Reviews contracts and leases for exposure to risk, obtains and tracks certificates of insurance from parties performing work on SCA premises or on behalf of the SCA, or using SCA property under contract or agreement.
Plans, organizes, directs and evaluates the performance of assigned staff and contracted outside partners.
Stays abreast of literature and trends in the field, attends meetings and seminars, and maintains relationships with risk management professionals to keep informed of current developments in risk.
Develops and maintains policies and related documents.
Performs related tasks, as required.
Baccalaureate from a four-year college or university in the following fields of study: Risk Management, Insurance Law, Criminal Justice, Business or related field; and
Eight years of full time experience in risk management, including casualty and property, with a demonstrated knowledge of exposure identification, loss prevention, and control; four years must have been in an administrative or managerial capacity; or
a satisfactory combination of education and experience
Weighted Consideration will be given to Applicants with experience in Workers' Compensation loss control and safety engineering programs in a public agency.
The SCA is the organization responsible for building new public schools and managing the design, construction and renovation of capital projects in New York City's more than 1,200 public school buildings, half of which were constructed prior to 1949. The successful candidate will possess extensive knowledge of the principles and practices of risk management; contract law relating to risk management and asset protection programs, insurance companies' policies and procedures regarding claims and reserves, and New York State Labor Law relating to workers' compensation and industrial safety. The candidate will have experience with an OCIP as well as program planning, implementation and administration, and budgetary practices and controls.
The candidate also will have the ability to perform complex research and analyses; identify areas of potential risk and develop programs and training regimens to reduce the risk; prepare written and oral reports; create and maintain an effective record-keeping system; coordinate effectively with all SCA departments; and establish and maintain effective and cooperative working relationships with SCA leadership, administrators and employees.
