As the Program Manager - Enterprise Risk Management, you will apply leading practices for Risk Management mature the City’s risk management culture to view risk as opportunity, guide the organization through the stages of enterprise risk management and act as a key advisor to the leadership in the Corporate Strategy Branch. Your leadership and facilitation skills will be applied in this highly complex role as you work across the corporation with internal stakeholders to ensure enterprise risk management initiatives and enterprise risk management program objectives are delivered on. Your expertise in Risk Management will also be leveraged to advance the development and delivery of the Corporation’s strategic objectives.
Lead the Enterprise Risk Management Program with the ultimate goal of effective use of risk management as a strategic tool, thereby enhancing the likelihood of achievement of the City’s goals and objectives. This initiative, a high priority for the City, includes:
Alignment of Risk Management and Strategy
Challenge strategic assumptions
Develop Risk Appetite and Tolerance Statements and framework
Improve executive engagement levels
Collaborate with other Assurance functions (BCP, Insurance)
Report on Risks and Mitigation Status
ELT and Council Reports
Senior Level Engagement
Transparent risk communication
Develop risk networks (internal and external)
Train and educate
Risk Response Strategies
Identification of emerging risks
Legal and compliance risk documentation
Third party risks
ERM Process and Methodology
Ensure the proper identification of risks
The assessment and prioritization of risks
Document and supporting the mitigation of risks
Development of key risk indicators
Provide expertise and guidance to the City’s subject matter experts ensuring a challenge function is provided to all areas of their risk initiatives:
Demonstrate how the organization can use a formal Risk Appetite framework as a tool to identify opportunities and reach goals
Facilitation of large, complex and moving discussions involving strategies and what-if scenarios
Use of real-world examples to demonstrate concepts and explain dependencies
Ensure consistency of approach, procedures, practices and decisions across the organization and among the various teams as well as collaboration and open communication with staff and industry
Monitor workload to ensure the overall success of the program
Oversee and guide any work done by contractors or consultants related to the ERM program
Maintain, develop and promote effective relationships and communication with internal and external stakeholders to support the goals of the ERM program:
Facilitate engagement sessions/meetings with various internal and external stakeholder groups
With the Director, representing the program and providing regular progress updates at Department Leadership Team, Executive Leadership Team and City Council
Enhance the City’s reputation through improving collaboration and decision making, enhancing partnerships, and encouraging innovation
Communicate effectively and regularly with internal and external stakeholders about the initiative, changes in process, upcoming changes
Bachelor’s Degree in Business/Commerce, Political Science, Public Administration or Economics, equivalences may be considered
Risk Management Designation (CRM, CRMP, ARM-E)
7 years of experience in Risk Management, including policy and process development, and leading projects with a large corporate perspective
Demonstrated proficiency of developing a risk framework that includes risk as opportunity
Experience in leadership and management of process improvement projects, and building high performing teams
Strong conflict resolution, facilitation and negotiation skills with experience in solving complex, sensitive and unique problems
Demonstrated experience working across large corporations or with multiple stakeholders simultaneously
Strong interpersonal and customer service skills
Excellent verbal and written communication skills, including strong presentation skills to obtain buy-in
A thorough and current knowledge of municipal government processes and policy development
Ability to analyze complex technical information and make timely decisions
Solid understanding of the political, social and economic environment of the organization
Demonstrated drive and motivation to achieve team, section and branch goals
Thrives when exploring new, innovative and efficient approaches to improving performance but equally as comfortable working within established processes
Coaches, manages and mentors indirect team members to new levels of personal and team success
Encourages and supports a risk culture committed to continuous improvement
Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton
